NAPA First General Assembly 2016 Event Gallery Association of Nepalese Agricultural Professionals of Americas (NAPA) is being established as a professional organization with the intent of bringing together all agriculture-related professionals in Americas who are of Nepali origin or with direct interests in Nepalese agriculture. The NAPA Working Committee (WC) has registered the organization, developed bylaws, and completed the necessary administrative processes. Now, the WC's ultimate obligation is to transfer the baton of this nascent organization to an elected body via General Assembly. On behalf of NAPA WC, I cordially invite and urge you to attend its first assembly in Dallas, Texas on Saturday, May 28, 2016 (Memorial Weekend) and participate in the ratification of the bylaws, formation of NAPA's first elected body (Executive Committee), and development of short and long-term visions and strategies to address stated goals of this newly formed organization.

With immense pleasure, I would like to inform you that NAPA Working Committee (WC) has formed an Election Commission as listed below to conduct a fair and democratic election of the very first Executive Committee (EC) of NAPA. We would like to welcome and congratulate the Election Commission members for their willingness to volunteer in this very important Commission to take NAPA one step forward.

Dear respected members of the Association of Nepalese Agricultural Professionals of Americas (NAPA).
This gives us an immense pleasure to announce the election process for the Executive Committee (EC) of NAPA as per the bylaws of NAPA. The election commission, hereby, calls for the nominations for the following positions from the interested members of NAPA for two year terms:
1. President
2. Vice-President
3. General Secretary
4. Joint Secretary
5. Treasurer
6. Executive Members - 6
The nomination must be submitted either by email to the chair of election commission and copied to the emails of the member commissioners by May 22, 2016 with following information:
i. Name of the position
ii. Name of the nominee (Candidate)
iii. Name and signature of the nominator
iv. Name and signature of the person seconding it
v. A signed statement from the nominee stating that he/she agrees to the nomination
vi. Nomination fee for the designated post (Pay the amount to the treasurer of NAPA WC and have the
treasurer sent a validation email to Election Commission)

REVISED ELECTION ACTIVITY TIMELINE
The election commission will publish list of candidates and the voters by May 23, 2016.
Objection or complaint, if any, to the published names of the voters of the NAPA members and the candidates nominated for various positions must be brought to the attention of election commission by May 24, 2016 by email.
Withdrawal of candidates from their contested positions by 5/24/2016
Final list of the candidates will be announced and emailed to all members of NAPA by May 25, 2016.
If there are more than one candidates for one position, an election will be held. A ballot with the names of the candidates for the contested position will be supplied to the voters (NAPA members) by e-mail on May 25, 2016 and the ballots are to be submitted by email within 48 hours (May 27, 2016) to the office of election commission. Only one vote for each NAPA member voter (one email address) will be acceptable. Ballots returned from emails will be counted on the evening of May 27, 2016 in the presence of candidates’ representative.
In view of voters’ inalienable rights to vote (in case voters missed the opportunity to vote by email for whatever reason), election commission will conduct voting on the spot at Dallas Convention/Assembly hall at 11 am on 5/28/2016
Results of the election will be announced at 2pm on 5/28/2016
Newly elected officers will be sworn in and take oath of office on May 28, 2016.
The election committee expects every member of the NAPA will fully and enthusiastically participate in the electoral process culminating in the formation
of a new executive body with visionary leadership.

In the event of election (when two or more candidates are contesting for a given position), the election commission will proceed to conduct election in the following manner and timeline:
1. Call for nomination 5/19/2016
2. Nomination submission by 5/22/2016
3. Posting of the list of the candidates and the voters in the media and also NAPA website by 5/23/2016
4. Withdrawal of candidates from their contested positions by 5/24/2016
5. Posting of final list of Candidates by 5/25/2016.
6. In the event of election, a ballot with the names of the candidates for the contested position will be supplied to the NAPA voter members by e-mail on May 25, 2016
7. Ballot must be submitted to the election committee by email within 48 hours from the time of the ballot dispatch from election commission (For example, if election commission dispatches the ballot paper at 7 pm cst on 5/25/2016, then the voted ballot must be submitted to the election commission by 7 pm cst on 5/27/2016.)
8. Ballots returned from emails will be counted on the evening of May 27,2016 in the presence of candidates’ representatives.
9. In view of voters’ inalienable rights to vote (in case voters missed the opportunity to vote by email for whatever reason), election commission will conduct voting on the spot at Dallas Convention/Assembly hall between 11 am and 1 pm est on 5/28/2016.
10. Results of the election will be announced at 3pm on 5/28/2016
11. Newly elected officers will be sworn in and take the oath of office at 4pm on May 28, 2016.

Subject: Decision of the Election Commission
The election commission, after a thoughtful discussion on the suggestions received from telephone conference with NAPA Working Committee, reached the following conclusions with respect to nomination fees, election timeline, voting procedure and date:
With respect to the nomination fee, it is the considered decision of the election commission (EC) that certain amount of fee for nomination is an established practice irrespective of whether such fee is stipulated in the bylaws or not. NAPA bylaws is silent on nomination fee. It is the jurisdiction of the election commission as to whether or not to charge such fees. Moreover, nomination fees collected from nomination process becomes an important source of fund (revenue) for the organization and should be positively internalized by the members of the organization.
With respect to voting procedure and date, the Election Commission has revised the election procedure and date in view of the inalienable rights of the voters to vote (in case the voters missed the opportunity to vote by email for whatever reasons). Election Commission will make the necessary arrangement to conduct voting on the spot at Dallas Convention on May 28, 2016 for those voters who may have missed the opportunity to vote by email for whatever reasons. Election Commission has increased the voting time by email to 48 hours from 24 hours as published in the first notice earlier. For detail information please refer to the attached revised election notice and timeline.
Election Commission appreciates posting of one-page resume by the interested candidates with their vision/mission and forward looking statements describing what program they envision and how they accomplish (modus operandi) in the NAPA website for informational benefits of its members.
Election Commission expects enthusiastic support and cooperation from all the members of the NAPA in this noble task of making a history.
